Stormwater Community Survey Report

The City of Enumclaw has coverage under the Western Washington Phase II Municipal Stormwater Permit, issued by the Washington State Department of Ecology (WDOE). WDOE has been delegated authority by the federal Environmental Protection Agency (EPA) to regulate such permittees under the federal Clean Water Act. The permit has 5 main required elements:
  • Public Education and Outreach
  • Public Involvement and Participation
  • Illicit Discharge Detection and Elimination
  • Controlling Runoff from New Development, Redevelopment and Construction Sites
  • Municipal Operations and Maintenance
Public Education Requirement
The Public Education and Outreach element has a requirement under Permit Condition S5.C.1.b. that states:
b. Each permittee shall measure the understanding and adoption of the targeted behaviors among the targeted audiences. The resulting measurements shall be used to direct education and outreach resources most effectively, as well as to evaluate changes in adoption of the targeted behaviors.

Stormwater Survey
The city participated in a stormwater survey conducted by Hebert Research on behalf of 3 Puget Sound cities. By participating in a joint survey we obtained access to survey data over a larger audience than just the 100 interviews to be conducted within Enumclaw.

This opportunity presented a cost-effective method for measuring the understanding and adoption of targeted behaviors among the residents of Enumclaw as well as obtaining data from a larger, but similar, target audience within other Puget Sound cities. The attached survey report revealed a good deal of information regarding how Enumclaw citizens view the current state of storm and surface water quality as well as the relationship of their activities on stormwater quality.

Report Benefits
The report will form a baseline for city staff to focus educational efforts to obtain the optimal increase in citizen's stormwater knowledge. Increased knowledge of stormwater issues will enable citizens to make better choices, leading eventually to enhanced stormwater quality.
